Not returning disbursed funds

I was a student at the UOP, and attended class for 2 days, afterward I tried to withdraw and after many calls to the school and advisors I was told I would have to wait 29 days to withdraw. I sent a letter of withdrawl to the school and they responded with telling me every thing would be taken care of, but after about a month I received a letter saying I owed the lenders their money back for my loans and that I had to get the money from my school. I called and called the school with no luck until I got one of the lenders to contact the school and the school told me again every thing would be taken care of. I then started another college and they said I still owed money on my fasfa. After one quarter at the new school I find out that I'm still enrolled at UOP and that they took my Pell money and when I spoke to someone at the school they said that's their money and I'll have to take that up with the lenders. My information on UOP websites continue to change and I have documented it all but now I owe all of the money back when the school took it and will not return it. Now I can't continue my education at my new school because my fasfa says I have an outstanding balance and will not disburse funds until this is paid, when it's not even due for another 2 months and my new school says I have to have this fixed in 2 days... Someone please help because I'm running out of time What do I do?
