Will not refund money, won't return phone calls, won't respond to correspondence

Have tried to obtain a refund in writing and verbally. The
company has not responded to any form of communication. They "stalled" to allow the 30 day refund to expire, only to relate they "could not help". There is supposed to be a year to cancel, but the company has not responded to that either.
