Unauthorized hit to credit card

After 2 different cards have been getting hit with "un-authorized charges" I have been paranoid and monitoring my statements a LOT more closely than ever before.

This month a charge showed up for "CIC*CREDIT MONITORING 866-3690417 CA" for $4.95 which I can testify 150% that I never authorized. I can only assume (as I have just had another experience like this with another company - Pacific Web Works) that they were going to start hitting my card monthly and will continue to do so even after canceling.

So, I called them today here is a basic translation of my conversation with a very-broken English speaking (much like Pacific Web Works) operator:

OPERATOR: May I have your name sir.

ME: My name is Ian

OPERATOR: How can I help you?

ME: I would like to know more about when/where I charged $4.95 and what it was for?

OPERATOR: Ok, what is the Credit Card number?

ME: (laughing) Uhh... NO! How about my first name last name / phone number?

OPERATOR: Ok - let me have your Social Security Number.

ME: Ummm... (pause)

OPERATOR: CLICK! (he hung up on me)

So, I promptly went to my cardholder site and DISPUTED the transaction — I'm not even going to waste my time trying to cancel it...

I'M SO SICK OF THIS KIND OF GARBAGE! HOW CAN THESE COMPANIES GET AWAY WITH THIS? I can understand individuals stealing CC#'s and trying to buy computers etc. (not right - they should be hung as well) — BUT how can companies with fixed locations/licenses/credentials get away with this?
