Fraudulent Debit on Bank Debit Card

This morning in the wee hours I saw an unauthorized debit on my checking account on line. I immediately searched on the claimant name and saw several postings, including complaint, on this individual.

I sent a rapid email to my bank's customer service department, outlining what has evidently transpired. To wit, about two years ago I ordered (but never got) a CD about government grants. If previous reports are correct, that company sold its card number data to this Bill Waus individual (or group, as the case may be).

The debit is for $1.05, which is of course an amount I never authorized. I called by Bank's card services number, but at 1:20 AM CDT all I could get was the AVRS voice menu, with advice that I should call back during service hours.

I need to know why banks have not blocked this fraud, including any routing or account numbers posting the fraudulent debits (or charges, if a credit card). Prevention is a LOT healthier for all than an onerous cure.

Alternately, even for $1.05 I would fly to Seattle, look up this perpetrator, and hold a three minute conference that would never be forgotten in Washington State!

Finally, WHY isn't the sale of credit/debit information ILLEGAL?
