My husband was charged $11.89 from this company and hasn't used that credit card since last year

My husband is overseas and suddenly got a credit card statement today. I thought how odd, he paid that off last year so I opened it and there's a charge from this company in Arizona about Webdesigning. It said they charge you for logos. Funny, my husband has very limited access to computers where he is serving and what access he does have is for e-mailing. I called his credit card company but unfortunately I am not an authorized user and can't dispute this charge. I sent in my power of attorney to them but they said it will be 2 weeks before I can report fraud.By then the bill is due. There are numerous people on the internet that have had the same experience with the same company if you Google them.
