Unauthorized charge on my bankcard

I updated my bank card info on paypal and within a week there was a charge from drielement5 for 29.95 on my bank account. The web address that is provided does not exist.
I'm sure they charge a small legitimate looking amount so that they can steal while the person hopefully doesn't notice. I will file a dispute with the bank, but i have had to go through the trouble of cancelling my card and not having one for a week or longer. It's crazy!!!
I wish they could find the person responsible and put them behind bars where they belong.
