AT&T Charging extra money for a ESBI voicemail or e-mail that was not part of the account

What is ESBI??? I was charged 14.95 on my internet bill, but did not place an order for it. The phone company (irresponsibly) told me to take matters into my own hands and deal with the problem myself. Anyone else get this statement also???
