NetWatchISP.com charged me on phone bill without my consent, No way to find them, no one able to help me Internet

This so called company charged me $29 on my phone bill, by using an old email address that is in my spam folder, that I deleted without even looking, so how can I get a confirmation email in order to cancel this? Its fraud in my opinion. I called the phone company who sent me to a third party dispute number. I got my charges taken off and they blocked them from further attempts, and they gave me a number to call, but all I get is a voice mail. This should be illegal, and someone needs to search out these people and shut them down, and hang them by thier thumbs. I feel violated and like my identity is not my own.
