I was sent a "congrat" email for being rewarded a $7500 credit line

I was online applying for a loan when I received a pop up box saying "Congratulations, you have been approved for a $7500 Credit Line. $149.95 will be deducted from your banking account". All the message provided me was an email address to some random company. I emailed them asking to cancel whatever they signed me up for. Then I googled the email adress and found that they were USA Credit Shoppers Club and the $7500 was to be used buying their merchandise. They listed an 800 number to call - but if cours is X-mas Eve and no one is answering.
I typed them a letter letting them know I was not paying anything and that they signed me up without my permission which is fraud. I called my bank and placed a stop payment request and a fraudelent activity alert on my account. I also put a personal alert on my account for any debits over $149.00. I also called my local Police Department and made a police report because this company is taking people's personal and banking info and making charges as they see fit?
Then I read further into their terms. They want to also charge you $35 if you cancel and another $35 if the $149.95 is not paid by your bank. And if you simply just cancel and request a refund, they plan to keep an "application fee" and will only return the "enrollment fee". But i didn't send you an application!
