Very aggresive 3rd party debt collector for Citicards

This caller is Premier Recovery of Florence KY, does collections for various Citicard fuel card accounts like 76, Shell, Exxon, some store branded cards... This company (and I use that term loosely!) will call up to 10 times a day, yet almost never leave any message, on 12/13 I logged an amazing sixteen (16!!) calls from 8:30am to 6:30pm, and this was after they had already signed for a cease comm letter a week ago! Their autodialer ignores answering machines and SIT (service interrupt tones) tones, if you try to ignore them, they will redial two to three or four times in a row...

I looked Premier Recovery up on the my state website, this is definitely a third-party collector, despite anything they might claim to the contrary saying they are Citicard or Citibank.
