Using hard inquires on credit reports several times a year

NCO Financial is putting hard inquires on my credit report twice a year. The most recent is from March of this year. They bought an old credit card debt that goes back 8 years. I have told them I deny the debt and demand strict proof the debt is mine. There are no negative entries on my credit report from them or any other collection agency. They have my correct address and phone number. The address and phone number hasn't changed in the last 5 years.

I assume they are placing these inquiries on my report to bring my score down and get under my skin. I have filed a complaint with the FTC.

I have called TransUnion's office in Chicago and spoke with the Vice President of Consumer Affairs. He pulled my credit report saw the inquires from NCO over the last two years and no collection associated with it. I ask him to find out what reason NCO could possibly have in pulling my credit with out my permission this many times. I haven't heard back from him yet. Is this legal for a collection agency to place hard inquiries on a persons credit report twice a year when they already have their address and phone number?
