On Verizon Bill adding $16 a month on phone bill for unknown and unasked for services ripoff

Starting in Dec. Of 06 I had a $14.95 new charge added to my verizon phone bill; with taxes it came to $16.00 even. The description is Hellomail mthsrvfee, but it is nothing I recognize signing up for. I called the 888 number but was on hold the better part of a half hour without ever talking to someone.

I decided to withold the $16 each month when I pay my bill, since phone service cannot be disconnected for non-payment of "other charges" that are 'non-regulated' as this charge is. I will just lose my non regulated service, which at this point I do not know what it is, so I don't care. I also went to the website and found no answers but e-mailed them and asked them to stop charging me for this 'service.' I haven't got a response yet.
