Preacher Thief Embezzler lier fraud ripoff

He is my partner in a small hardware store. When we got the store, he was given 60% and I 40% of the store business.

After awhile, I suggested he get an debit card for the store, only to be used for store purchases.

When the card came in it had his name on it not the business, when I questioned him on it, he told me that he told them to put the business name on it, an that he didn't understand why they had put his name on it. I call the bank, only to find out that he lied and put it in his name in the beginning.

To make matters worse, he has been using the debit card to pay off his bills, without my permission. I confronted him on it and he said that he could do whatever he wanted, he also said that he was the owner.

The problem is that he is cheating by stealing money from the cash register, debit card for personal bills as well as a pay check every 2weeks. He's lying. Funny part is he's a pastor!

His lawyer told him that he could change the locks on the doors and that he didn't have to give me a key to it unless he wanted too.

He changed the locks after a break in from the other night, only thing is I noticed after the police left, that if someone had broken in, there would have been damage to the door from the outside not the inside. I think he did the damage himself, so he could get money from the insurance company, since our bank account is rather low, due to paying of bills and paychecks.

So my quesion is can he use the debit card without my permission to pay his bills, steal from the register? Fraud on the insurance and get away with it all?
Another thing is, can he do whatever he wants without any regard to me and do I have a leg to stand on to go too the police for some kind of action taken?
