Sent a credit card that was almost maxed out then put it on my credit report after complaint was made

I received a credit card that was supposed to have a credit limit of 250 dollars but when it got to my house it only had 52 dollars on it leaving me with a debt of 200 dollars. I hadn't even gotten a chance to use the card and accrue my own charges.

I thougth this was unfair but was bullied into keeping the card. I made minimum payments until I could get it resolved. I got nothing accomplished with this creditor. I complained and hesitated to send another payment. The creditor immediately reported this on my credit. I've tried to get it removed and the balances keeps going up. I've gotten two different quotes on the settlement offer.

I sent a money order for 280 dollars for the first settlement offer. I called months later since it was still on my credit report and the rep said they "never got it". It was extremely convenient that they 'never got it'. This company is trying to make me look like a fool by ripping me off.
