Ripoff, website never materialized and developer refuses to refund money. Receipt does not include a non refund policy

A couple of months back i had decided to put together a website for myself, so i contacted OWNDESGIGNS.com and spoke to a developer named Bob Weikel.

For about 2 months i spoke back and forth to him about completing a website for me which he gave me specific information about what to do.in the process of this he brought on another young man that will help to put the webstite together.

A couple of test bed URL's were done but not what i really expected. Over several weeks i spoke to Bob about different prices for the website and how i wanted the pages to look.

Now all the while my first payment of $150.00 dollars was already paid to him so that he can begin the work for the web pages to be done. As time went on nothing never materialized. I waited patiently for a few months which has now become a big mistake because now he does not want to pay back the money after i spoke to him about canceling the process of completing a website for me.

I sent several e-mails asking back for the money but he has not responded to any of my e-mails in the past few weeks.

This is not a matter of money but of principal.

I contacted this man in good faith believing that i will recieve a credible service from him but obviously i did not he does not want to refund me my $150.00. As i read over the reciept it does not state anything about a non-refundable policy.

I am asking for help in this matter, it is about respecting your customers. I may not have been behind a counter top in a store but i am a customer and i feel that i should be valued as one. If any lawyers are availble to help with this which may seem like a joke but where is the respect. Businesses need to stop trying to get over on us little people.
