Ripoff "fund" entices dependent adults to pay fee to get their "grant " money

Dependent Adult is getting mail enticing to give "nominal fee" for "administrative costs" to get his "grant". Along with this letter, he receives something that looks like a certifcate and has a registered number on it. Of course there is also a nice looking payment/acceptance part that needs to be sent back to receive the "grant".

It has his name and address that needs to be "confirmed". Could this be for identity theft as well? Of course they tell this person they are worthy and honest, playing on that type of thinking, making the person feel good - more willing to give.

The letter includes a list of names of very popular wealthy people, (Presley, Princess Di, Winfrey, Howard Hughes ect.) but they have nothing to do with the "fund". Some vulnerable people would "connect" that welath with the fund in some manner, believing they will really get it, because, the letter explains these people devoted generously.

This person NEEDS to have others respond, helping enforce that this is a scam to not give it away and is desiring some feedback.
