Ripoff Stole $199.99 from bank account

Core Co Enterprises Inc. Somehow got a hold of my boyfriends bank account info. And stole $199.99 from his checking account. They do this by sending an electronic check to your bank. On the check it states that it was authorized by the payee. It also states that they have a digital signature on file.
After doing some research I found out that he's not the only one. Some people have been taken for much more money. And the best part is that your bank tells you that there is nothing that they can do to help you. They said that we need to research the company and try to get our monry back on our own. So why do we trust banks with all of our money when they have no way of protecting it?
