Rip-off cash to win a cash prize nevada

I was ripped off about $21 to purchase records to file my cash prize of $525,439.00. It was garanteed that a check in this amount would then be mailed to me. This was about a month ago, and i have never heard from them again. The phone number they provide is a recording that repeats everything in the letter, and then it cuts off. There is no way to speak to someone, or at least i have not been able to. How can we stop this company???
