Ripped off by Capital Choice Consumer credit

I also sent in the $39.00 Fee to get A credit card that never showed up, We live on a fixed income and really couldn't afford the fee but we thought we were getting a credit card so we sent the money in and waited, waited, waited still no credit card then I tried to get a phone number and that was to a automated system never a live voice. I have received another offer for a credit card from someone else and don't know if it is also a ripoff or not and can't afford to be ripped off again, This one is called First National credit, If anyone knows about this company please let me know. I can't afford to be ripped-off twice. Thank You
