Ripoff

I received an application in the mail to receive a discover platiinum credit card with a 5000.00 credit limit for just a 39.00processing fee. Once they received my check in the amount shown above three weeks later i received a packet trying to get me to purchase items in a catalog up to a certain amount then they will send further instruction. The 1-800-874-9164 is the number they say i can contact customer service but of coure it has been busy for days. The call never get through. On the weekends their is a mailbox that states leave a message but of course it is always full cant take any more messages and the messages never gets me a returned phone call. They did send me a card in the mail with my packet but it is not a credit card. Please help me to get my money back and also sue if possible for misrepresentation and other legal terms for what they are doing. Also the letter they sent me with my packet is not signed at all just states respectfully, then customer service manager. Now who onducts business with no authorizing agents name.
