Rip-off! They take money out of bank accounts without permission

This company is ripping off hard working american from their monies to have a shopping cart on some web site. The shopping cart does not work. They take money out of bank accounts without permission. This has got to be illegal. I would appreciate any suggestion, or help on getting this beast off our backs.
