Inspaction

Hi this is the 3rd time in 14 years i have taken my car to a monro muffler shop to be inspacted and faild. I then take it to my macanics place of work show him the paper he then looks at what thay failed it for and then tells me it should not have failed what thay are saying is wrong is not. I just spent 21 to have it inspacted and now another 85 for my macanic to go over it and a nother 11 to have it reinspacted is this fair if you wont to keep custamers..??? Im looking in to speaking with my lawer about this also.
