Improper installation caused property damage, no permit, crooked in more ways than one

My home warranty company sent All Pro Services, Inc. To my home to replace the water heater. I am not satisfied with their work and have not gotten any response from the owner of the company.

The plumber was crooked about a few things. He told me I was required to have an expansion tank, which the city said was not required. He also said that the new water heater he brought to the house was the only one my home warranty company provided. When I asked the home warranty company about this, they said that they would have worked with the plumber to try to match the dimensions of the old water heater. When the new water heater didn't fit into the old drain pan, he put in a larger drain pan. The problem is, he didn't bother to move the drain line so the pan would sit level on the floor in the closet.instead, he installed it crooked with part of it resting on the door jam, causing the trim around the door to separate.

I requested copies of the permit (required by the city) and to speak with the owner, but both requests have been ignored. When I checked with the city, they said no permit had been filed. I even heard the plumber get an authorization from the home warranty company to cover the cost of the permit! Would that constitute fraud? I think so.

On a positive note, the plumber was very nice.
