Wayne Fulz, Wayne Fulz Construction Did not finish (vacated) the construction job even though he was paid in full. Will not reimburse me for the additional costs it will take to finish

Signed a written contract for re-do of our patio. Paid him $200 more than due and he walked off the job without finishing it. Talks a good game but does not deliver. Basically I have to pay significant additional money to finish what he started and he refuses to reimburse me for the costs.
