Uses deceptive billing methods. Breaks their cost-per kilowatt-hour into two costs about the bill: A "fundamental charge" along with a "per-kilowatt hour charge". Possibly they are doing this to ensure that people genuinely believe that their pricing can be compared towards the national average. Nevertheless when you include both of these issues together, you develop $0.18 per kwh in the place of $0.10 per kwh, that will be the things they record about the statement. Possibly since the national average is about 10 pennies plus they do not need a lot of upset clients.
