Tony Monaco Installed sprinkler system 5 months ago. Didn't complete the job. Won't even answer phone or call back

Tony installed a sprinkler system in our yard the first part of June. It's now almost November, 5 months, and the job is still not completed. There are underground leaks in the system so I had to turn it off completely and can't even use it. The coverage was never complete and the electrical was never hooked up so have to have extension cord running to controller.

I had another contractor come out and look it over and recommend what to do. His estimate is $1900. Much of it has to be completely redone because of sprinkler heads used and locations which he said were very poorly planned along with the components used.

This sort of job requires a State license and a City permit. Both the City inspector and State agency have not been able to even talk to Tony. He will not answer the phone or ever call back which is how I have been treated for the last 4 months. He did get permit to start the installation, but the job is not even according to the permit issued.
