He has a lengthy criminal history regarding theft and NSF checks (look it up; it's public information) and he knows exactly how to play the system to his advantage. I can only assume he is more skilled at writing hot checks than he is skilled at the actual services his business provides.

We strongly suggest you check with your local county.
