I was charged for an item on the website and never received it and it never shipped

On December 17 I was charged $15.88 for the Moonlight path bath & body works Travel 3 piece set. The set was supposed to contain the following: 3 oz. Body lotion, 3 oz. Shower gel and 3 oz. Fragrance mist. I never received any of it and it was never shipped.
I tried e-mailing the company or person and calling the number numerous times and wasn't receiving replies or answers. Today I called the number again and got an answer from someone telling me I had the wrong number. My order number was 402431790402862 and it never shipped or anything.
I recently read reviews and comment from other customers and saw other complaints about items not received or damaged items. I would like all of my money plus more back from the company or person.
