Bad quality windows

We've Pella Casement windows mounted within our new house in 1998. Five Dual Windows are rotted out at the end. Another includes a defective group. Two more models of dual windows have anything developing between your double-glass. One group of windows is really bad the locking mechinism is nearly the one thing keeping them in.
