Charging for long distance service that they are not providing me with

I've had a for over annually concerning some fictitious account from 2005. I've struggled together over this problem for over annually without any improvement. I recently had my long-distance turn off because of non-payment, though I've a challenge. I put up a cost agreement and was informed my long-distance support won't be repaired untill the entire stability is compensated. Decided to spend 140.00 month that will be twice my payment per month. The consultant explained they'd might take away the costs for long-distance while I'm not recieving the support. I recently discovered that they're still getting me for that long-distance costs as there's a stop on my bill to allow them to not limit the support, despite the fact that I'm not supplied with the service at the moment.
