Khamlor Boulyaphonh Ripped us off of $14,613 and are not licensed by the State of Texas as required

I contracted with K & B Custom Builder on 10-07-08 to remodel a home I had recently purchased. Mr. Khamlor Boulyaphonh, the owner, gave me information about his business and said that he was licensed by the state of Texas and that his license number was #26439

Per the contract we had executed, I gave him a cashier's check in the amount of $14,613.76. The total amount that was due per completion of the job was to be $48,712.50. Mr. Boulyaphonh told me that he would have the required city permits pulled.

He started on the work and after a little while, I realized that he did not know what he was doing. I questioned the workmanship and asked if he had pulled the required city permits. He said he had pulled the city permits but he would not provide them. I had another contractor come over to view the work that had been done so far and he said it was all being done wrong.

I called Mr. Boulyaphonh and left several messages but he would not return my calls. As I had to have the house completed, I hired the other contractor to finish the work and correct the mistakes that K & B Custom Builder made.

I did a search on the Texas Residential Construction Commission (TRCC) website using the license# 26439 that Mr. Boulyaphonh had given me. I found out that this builder license number was for another company called David Sherman, L.L.C. And it says this company's status had expired on 02/28/09.

Next I did a search using the name K & B Custom Builder and found out that their license number was actually license# 24322 and that their status is not in good standing with the TRCC and that their license had expired in 02/28/08.

Apparently Mr. Boulyaphonh started using the license number of another company since his license was not in good standing status and also since it had expired back in 2008.

I contacted the city of Richardson, Texas and found that Mr. Boulyaphonh had never had any permits pulled as required. I have attempted to get my money back from Mr. Boulyaphonh but have been unable to do this. I have been conned out of $14,613.76.

I would advise anyone form doing business with this person as he is not licensed by the Texas Residential Construction Commission as required by the State of Texas and lied about having the city permits pulled. I have filed a complaint against him with the TRCC and he is currently under investigation.

If you want to check him out yourself, google Texas Residential Construction Commission and do a search on him. All contractors of this type in the State of Texas must be licensed by the TRCC.
