Cancelation Fee to cancel a 6-month backorder New York

Placed order for item June 1 and was immediately charged full amount. Was advised by email that I would be notified in 24-48 hours of the ship date. After ten days, I contacted the company and was told the item was on backorder and not expected to be available until at least November. I canceled the order on June 14th and requested a refund.
I have dealt with many online merchants and it has always been my experience that if an item is out of stock/backordered you are either:
a) not charged for the item until it is shipped, or
b) advised of the approximate backorder delay and offered a full refund if waiting is not acceptable.
HomeCenter.com not only charged my credit card immediately for an item they were not prepared to ship, but unbelievably, charged me a 4% cancelation fee because I didn't want to wait six months -or possibly longer - with them holding my money!
After researching HomeCenter.com complaints, I discovered many people have experienced the same fate. An order is placed... The customer is later advised it is backordered... And then the customer is charged a fee to cancel the order that can't be filled in a timely manner - or possibly at all!
I would not recommend anyone do business with HomeCenter.com!
