James mckinney - thechnician came to fix broken boiler but didn't fixed promise to come back and never did

TECHNICIAN came in Feb'09 to fix a boiler in our small commercial building and restore our heat but he failed to fixed, so came came back for second time day later, try a different thing but just 48 hours later the heat went off again, we called him many times for several days after he finally responded his cell phone he said he will come back with another part but simple vanished, disconnected his phone and never came back or call.

I found this guy by placing an emergency ad on Craigslist looking for an expert in HVAC since we were freezing in our office with no heat in the middle of winter and he responded, he gave me a bogus receipt with no address or more formal info. I want my $300 back plus extra money I spent using small room heaters during 2 months. But mostly I want to find him and place a formal complain somewhere with a Government Dept or somebody so he won't operate anymore or scam others.
