Dark brown with sludge and chunks in it

Our water has turned brownish with large chunks of sediment and dirt inside it. I can't clean my self or my clothes and of course clean my teeth. The water is really dark and dirty it spots a washcloth and towel. It's horrible. I named 311 plus they explained it's safe to drink and use. I challenge one to come see this water and use it their body or in their mouth this isn't appropriate. Mayor bloomberg please help! You can't permit this to happen! That is horrible.
