Add On to house are not good

He did a add on to my kitchen. The first time the add on was sinking. He said he did things wrong and tore it down, we put a concret foundation he put up the wall but has never came back to finish he lied saying he would
be back but never did. It leaks back there when it rains, there is no electricty back there. He even told another contractor in front of me he did it wrong
the first time. He put material outside and it rained on it.
