Theft by Deception

Entered into contract in 11/11/07 for completion of a walkway. Paid William Mobley $700.00 deposit for materials. Work was to be completed 11/30/07.

Many months went by with still no work completion or materials arriving. I contacted him numerous times via email and phone. On six separate occassions, William indicated he would begin the work. After numerous discussions and missed appointments, I filed a report with the Better Business Bureau of NJ. The BBB contacted William two separate times for resolution on the matter and William will not respond to any form of communication.

He has not returned the initial deposit and is totally unresponsive. Due to the nature of the situation, this is now a police matter. This type of practice of receiving payment for work not completed and promised is called theft by deception.
