Took money and ran did not finish the jo

We moved into a new development and received several landscaping opportunity flyers. We had chosen one landscaper, called and set up an appointment to provide us a quote. He came and gave us the best offer and signed the quote. Since we were in the midst of getting married we paid the landscaper in full that evening so we did not have to deal with paying another vendor. He had promised to start the job and due to circumstances on another job, he did not start until a few weeks later. He left rocks in front of our lawn and said he will be back to finish.

After two weeks, we still had not heard from him. He did return the calls to tell us that he would finish. A week before our wedding, I asked him to come and remove the rocks so we can have ample parking spaces for our out of town guests who were staying at the house. He stated he would have someone out there to remove. The week went by and the rocks were still not moved. We went on our honeymoon and contacted him as we received a letter from our homeowners that we were in violation. We called him and he stated that he was in Vegas doing another job and was shocked to hear that the job was not finished. He stated that he paid someone to come over and finish the job. He came to remove the rocks and was not to be heard of since.

We have tried numerous times to contact him, left messages as well as contacted his family members listed in the phone book. We do not want to get in trouble by harassing his family and only want our money back or the job finished. What was completed is very sloppy. We have holes in the ground where trees were supposed to be planted as well as parts of the yard that still did not have rocks. We just want our money back so we can finish the job!!
