Inc. Charge customers when service is cancelled without warning customers

On Oct 19,07, North Shore LawnSprinkler supposed to send a technician to my house to turn off the sprinkler system which they installed for me more than 5 years ago. The receptionist specified the technician will come 5:30pm - 7:00pm. I was home during that period of time and the technician did not show up the whole evening NOR DID he give me a call IF he arrived before I was home. I was not happy with the service and called to cancel the appointment. After that I received a charge for $30.00 plus $0.54 for delayed payment. I like stress the following:

1. No evidence shows the technician did come on Oct 19
2. Nobody mentions this $30 charge warning to the customer when the customer made appointment for the technician to come. I was not informed there will be a charge for canceling the service either.
3. No document to show customers this is a company's policy.

I feel this is a rip off from this company and do not think this is a fair deal.
