Unjust charges for unmaintained apt. Unit

I am disputing charges issued by Wesley Place upon my move out this past September. A walk through was not performed along with incomplete maintenance prior to my move-in. I accepted the unit as-is, with the promise that management would correct all the issues within the first week. The maintenance issues were: tile in kitchen, bathroom, and foyer needed replacement due to severe cracking and staining, the carpet was not cleaned to a satisfactory measure, wallpaper needed to be replaced, light bulbs in bathroom and laundry room were missing, dishwasher leaked water, window in sunroom did not shut, and keys to the front door did not work.

Upon my move-in date, the leasing agent did not have my file ready, nor did she know I was moving in that day. I had to take off of work during regular business hours to resolve an issue that should not have occurred had the proper planning been done by management to ensure a smooth move in. When a deposit is released to a management company, it is the understanding that these monies are to reserve a unit for occupancy, and that all accommodations would be taken care of PRIOR to move in. I was not offered any kind of rental discount, nor an apology. I moved into unit 710 (Phase 1) Sept 30, on a Saturday.

After numerous complaints via phone, email, and in person, my maintenance requests were completed in February. Navin, the property manager, told me that the property was over budget and that delayed the completion of my requests, despite our prior agreement. Wesley Place advertises a 2-day service guarantee, which offers rent discounts if basic service requests are not completed within 2 business days.

As I mentioned I did write, and call, and go in person, and I also requested the credit, and no action was taken until 5 months later. I received a letter from Wesley Place stating that I owe them over $1100 for the carpet and trash removal. As a previous Property Manager, I know anything that falls under reasonable wear and tear cannot be billed to the tenant.

I feel this is an unjust ploy to try to recoup money due to their recent renovations, budget constraints, and high tenant turnover. I made a deposit of $250, and it has not been applied to the balance nor refunded. I want my deposit refunded, compensation for lost wages, the balance from the rent returned for delayed maintenance work, and the charges to be removed from my account.
