Ripoff Roofer 44K damage due to negligence won't pay arbitration award

Chris Black was hired to replace a roof. He failed to tarp the roof although weather reports were indicating rain. The home sustained substantial damage. When I asked him why he didn't tarp the roof he said "I looked at the doppler radar and the rain cloud didn't look that big". He insisted that he would pay for all of the damage but instead ignored phone calls from myself and eventually our attorney. He did not show up to mediation or arbitration and we were awarded for damages in the amount of 15,000. The reason we did not receive the rest our our losses is because Chris Black did not have any "dispute resolution" in his contract. His insurance would not pay because he allowed it to lapse and even if it was in force they would not insure against negligence ie; not tarping the roof. Sacramento contractors board is absolutely worthless and will do nothing. If you use Atkins roofing then you just hired an unethical liar. His company is located in Orangevale Ca and he serves (rips off people) in the Sacramento area.
