Stuck us without a finished pool

Three months ago i purchased a home on 4460 post ave miami beach.
The former owner singed an addendum saying he was responsible for completing the pool which was on it's way to being completed. Ex-owner had hired catalina pool inc. To do this job and hired some other co. To do the tile around the pool the tile was done wrong, not level and the pool not completed, there are electrical wires sticking out of the ground in the back yard.

Neither ronald bendinel or catalina pool will give me a copy of the contract and they won't even speak to me about it. I have contacted city hall because they think the pool is complete and passed all the permits how can this happen.

Is somebody being baught because this pool is not complete. Everybody says hire a lawyer, this is not fair i paid $280,000. For a house and all i have gotten is lies and a pool that is not complete. T

Here should be a law against buisness like this and people like this.
