Ron Roberts didn't complete the job and won't return my money

This guy is a frequent poster on Craiglist. Operates in San Fernando valley, lots angeles and where ever he can find victims. Claims to be honest. He is a thief. He doesn't include the name of his business in his ads because his online reputation is so bad. He asked for high percentage of job quote up front. Once he had all the payment he wouldn't return. Just kept making excuses. Sometimes wouldn't even call to say he wasn't coming. Job stretched out over months. Now he won't return my money. That is how he makes a living. His family must be so proud.
