Not prompt service, failure to complete job on time, false promises ripoff

I contracted this contractor in the spring of 2003 and paid him over $1000 up front to fix a leaky garage roof. He suggested another layer of roll roofing too be adequate. He offered a 5% discount and promised to have the job done by the end of May. Not a big job. After 3 months I decided to call and "cancel" my contract as stated. He pretended he didn't hear me and said he would be out by the end of the week.

This continued for several weeks. Rather than sue and spend time, money etc. I waited. A couple weeks later he came and did 3/4 of the job. After contacting him several more times and after 3 " of rain with the roof still leaking I decide to finish the job myself.

He finally did come to finish the job but it was done so he left a card on the door "job complete if you have any questions." Needless to say it was well into fall. His mailing address is an apartment building he owns and his phone is a cell phone with bad reception. You can find his name repetitively as a defendent in civil/criminal cases on the Lancaster County website (prothonotary/civil court search) anything from suppliers, gov. Agency, mortgage companies and individuals had suits against this man.
