Abuse of other workers on new construction jobsites

Ladwp crew "group mutant misfits" because they called themselves on the vehicle part. Put up a bilge pump within the street, straight down the center and moved 100 of gallons of contaminated water onto our items and resources we'd simply unloaded, just before their appearance, so when faced about such neglect and disrespect they chuckled and informed us to not maintain the gutter. They understood precisely what these were performing and maynot care less about damaging our home. This complete arrogance and joined disrespect appeared typical for them. I'd like some conclusive action taken with this regard. I have pictures and movie of the motion.
