Empty cartridges sent

I received two HP color tubes. To my surprising shock, after starting the packaging I then found out this 1 was totally vacant without any actually plugs on tanks. The 2nd one, the orange shade was vacant. I attempted to get hold of the organization, they do not occur anymore!!! How businesses such as this could possibly get away with peopleis cash unaccounted???
