No protection for Home editions?

A customer asked me how they can protect sensitive data on their pc's running Windows 7 HP. Since they didn't buy the cheaper versions (starter or basic) I thought that this would not be a problem. I was absolutely shocked to find out that you can only protect your data with Ultimate and Professional and you can't protect your data even with Home Premium. Neither Bitlocker or even something as simple as EFS are included. The tools are already there, why can't users have it on the PREMIUM package? This means that with the Home Premium package we have to use 3rd party software? (which my customer does'nt want to do) According to a friend of mine this type of security comes standard with Linux (bear in mind that I do not know Linux and I'm taking his word for it)
