Promised a refund, but won't do it

All around the site, they claim 100% guaranteed or perhaps a complete refund. We settled $25 additional to facilitate delivery. They delivered a follow up mail requesting dimensions, shade, etc., which we'd previously completed. They established we'd possess the gown by 3/22/10. On 3/25/10 I sent wondering where our gown was. Lily Lee stated that it was still in manufacturing, and although we'd settled the additional for delivery, they mightnot assure it. I informed her we'd need to stop the purchase to obtain a distinct gown. She's been delivering me emails slowing, after which delivered one stating they'd delivered it. I informed her I'd return it upon delivery. Today I've it, and also the delivery bill doesn't possess a return handle, itis from CHINA, and he or she set the price at $25, not the $197.20 that people settled. Today she stated, "should you choosenot need the gown, why would you positioned the purchase?" I'venot actually troubled however with informing her the gown is just a bit of trash.
