Sold a used car as new

My father-in-law purchased a new car at this dealership. He pointed out to them that the paperwork said it had over 3200 miles on it. There was even a reference to the "first owner" being someone else. His concerns were ignored. That first owner was contacted, but claimed not to have owned such a car. (Note also that when he saw there was no spare tire, he could get no one to help with that either. He had to go out and purchase one elsewhere!)
