Rip-off! They didn't refund deposit

This car lot off of the highway sold me a car for 2150.00. I gave them a 1000.00 and requested two days later that I found another car and didn't want to buy this one. Since I had never taken delivery of the car. The owner refused. The car had a broken windshield and would not pass inspection. The owner told me I had to fix the windshield and pay for inspection.

Well of course I didn't want to give him another red cent. I called three times demanding my money back and was told I would just have to eat my 1000.00 now I have no car and no 1000.00 I would not recommend anyone doing business with this individual he does not play fair. What right does he have to keep my money and not give anything in return.
