Prelude
I had forgotten to have my vehicle inspected because I had recently moved from one city to another 100 miles away at the beginning of the year, when vehicles are typically inspected. I was pulled over and given a ticket for not being inspected and warned for not updating my license with the DMV (I am from Richmond, and even the police there don't give a darn about that, it's only in small towns like Staunton that police have the luxury of wasting time on details like non-updated addresses).
